Zhong Neng Offshore Wind Project in Taiwan Delivers First Power

26 June, 2024 Copenhagen, Denmark and Taipei, Taiwan:

Today it was announced that the Zhong Neng offshore wind farm has achieved a significant milestone and delivered first power. Copenhagen Offshore Partners (COP), a global leader in offshore wind development and construction, has led project development activities for Zhong Neng on behalf of the project’s owners, a joint venture between China Steel Corporation (CSC) and Copenhagen Infrastructure Partners (CIP) through its fund Copenhagen Infrastructure IV (“CI IV”). COP is the exclusive offshore wind development partner to CIP.

Zhong Neng received local content plan approval from the Taiwanese government in November 2019 and is one of only two offshore wind projects in Taiwan’s offshore wind history to fulfill the highest localization requirements. This includes the CIP-owned and COP-constructed Changfang & Xidao offshore wind project, which was inaugurated this year.

Installation of the first turbine on Zhong Neng was announced in May 2024, and currently one-third of the planned wind turbines are installed. Completion of all offshore installation work is expected in the third quarter of 2024, followed by full grid connection by year-end. Once fully operational, Zhong Neng will provide clean energy equivalent to the demand of approximately 300,000 Taiwanese homes.

“The successful delivery of first power from Zhong Neng marks a pivotal moment for Copenhagen Offshore Partners,” said Joris Hol, COP VP and Zhong Neng project CEO. “Our focus now is on completing the installation and grid connection phases efficiently and safely, ensuring that Zhong Neng will soon deliver its full complement of clean energy to thousands of households in Taiwan.”

“First Power from the Zhong Neng project is a major milestone that has been achieved in less than seven years since the partnership between CIP, CSC and COP was initiated. The project team and our suppliers have shown exemplary collaboration in resolving challenges during the construction phase whilst also building a local supply chain in Taiwan, said Jesper Krarup Holst, Partner and Head of APAC at Copenhagen Offshore Partners.

“We are very pleased to have reached this important project milestone in close collaboration with our partner, CSC. The successful delivery of first power demonstrates our joint project execution capabilities and I would like to thank all our partners and congratulate the Zhong Neng team for reaching this landmark,” said Mads Skovgaard Andersen, Partner at CIP. “Zhong Neng achieving first power and last month’s inauguration of Changfang-Xidao are both significant contributions to Taiwan’s energy transition.”

Since entering Taiwan in 2017, CIP and COP have been committed to unleashing offshore wind in the country. CIP has invested significantly in developing Taiwan’s offshore wind projects, supply networks and fostering a strong industry ecosystem. Together, CIP, COP, and other partners have developed three offshore wind projects in Taiwan with a combined capacity of approximately 1,400 MW: Changfang & Xidao (600MW), Zhong Neng (300MW), and Fengmiao (500MW).
