Zhong Neng Offshore Wind Farm Reaches Commercial Operations Date in Taiwan

May 22, 2025 – Copenhagen, Denmark and Taipei, Taiwan:

The Zhong Neng Offshore Wind Farm has reached its Commercial Operations Date (COD) and is now in full-scale operation, delivering a capacity of 300 MW into Taiwan’s national grid. Copenhagen Offshore Partners (COP), a global leader in offshore wind development, construction, and operations, has led project development activities for Zhong Neng on behalf of the project’s owners, a joint venture including majority owner China Steel Corporation and Copenhagen Infrastructure Partners (CIP) through its CI IV Fund. COP is the exclusive offshore wind partner to CIP.

Zhong Neng is located 17 kilometres off the coast of Changhua County in Taiwan. The project’s 31 turbines generate enough renewable energy to power approximately 300,000 local households and businesses, supporting Taiwan’s renewable energy target and net zero ambition. The project was constructed meeting high localisation requirements, supporting build out of Taiwan’s growing offshore wind industry.

“We are proud to see Zhong Neng at full-scale operation in line with commercial agreements,” said Joris Hol, COP Senior Vice President and CEO of Zhong Neng. “The successful completion of this project showcases the innovation and resilience of our team, partners, and local suppliers.”

“This achievement marks a significant stride in COP and CIP’s ongoing efforts to advance large scale infrastructure development across Asia Pacific,” stated Jesper Krarup Holst, COP Partner and Head of APAC. “The Zhong Neng project exemplifies the transformative potential of offshore wind power in meeting global energy demands and establishes a benchmark for the region’s future endeavours.”

COP has been leading development for four offshore wind projects in Taiwan: Changfang & Xidao and Zhong Neng, which both recently completed construction, and Fengmiao I and II.
