Clément Helbig de Balzac Appointed CEO Role of Copenhagen Offshore Partners in Korea
- To lead and accelerate development of approx. 5 GW offshore wind portfolio in Korea, leveraging offshore wind project experience in Europe and Japan

Copenhagen Offshore Partners (COP), the exclusive offshore wind development partner of Copenhagen Infrastructure Partners (CIP), today announced the appointment of Clément Helbig de Balzac as Chief Executive Officer of COP Korea.
Clément will serve concurrently as CEO of COP Korea and Project CEO of Taean Wind Power, overseeing the overall development of offshore wind projects in Korea.
Clément brings more than 15 years of experience in the offshore wind sector, including a proven track record and leadership across all phases of development including financing, construction and commercial operations. Since joining COP in 2022, he has served as COP Japan CEO, leading early development activities in the market and supporting COP’s greater APAC strategy. Prior to joining COP, he served in several leadership roles at Parkwind where he advanced offshore wind projects in Europe, including Nobelwind, Northwind, Northwester 2 in Belgium and Arcadis Ost in Germany.

With this appointment, COP Korea aims to further strengthen its long-term position in the Korean offshore wind market while enhancing its execution capabilities for large-scale projects. COP Korea is advancing an approximately 5GW project portfolio across key regions including Taean, Ulsan and Shinan in Jeonnam Province. This includes major projects such as Taean Wind Power, Haewoori Offshore Wind, Haesong Offshore Wind, and Jeonnam Offshore Wind with a focus on progressing these projects to next phases for tangible and measurable outcomes.
Jonathan Spink, former CEO of COP Korea, has played a key role in establishing the company’s presence in Korea and leading the development of projects since 2023. He will relocate to Australia to continue his career in the energy sector.
